1975 25 hp Evinrude Makes weird sound at full throttle?

At about full throttle the engine makes a loud weird almost bogging sound and then i have to ease off the throttle. I was wondering if the engine could be running either too rich or too lean. If so, is there an adjustment anywhere to fix this? Or could it be another problem possibly a carb problem?
