Have Water and Gas Carb. And wont start?

Sounds like the needle and seat embly is varnished together totally closed. I'm surpised the float isn't stuck and the thing isn't spewing gas out of the vent. You'll have to pull the top of that Q-Jet and replace the needle and seat...probably tear it all to Hell getting that one apart.
