1979 Lincoln Memorial Cent - Missing "1" from 979?

I've got a 1979 Lincoln Memorial Cent. It has no "1" in front of "979." It does not appear to have been scratched or rubbed off in any way. Using a magnifying gl and other magnifying tools, there is clearly no "1." Any idea of what it may be worth? Error coin, mule, etc.? Thank you.
