Forever 21 EXCHANGE policy in-store purchases?

I recently bought a vest at Forever21 but I realized I picked up the wrong size. I do not have a receipt, but I do have all the tags attached and it hasn't been worn, I just need a smaller size. Will they let me exchange the item without a receipt? I don't want store credit or money.. I just want a smaller size.
