Our 1998 Evinrude Outboard Motor starts OK sometimes and sometimes we have to put starter fluid in the carb.?

We sometimes have to put starter fluid in the carb and sometimes it starts right up. It also does not want to idle. Sometimes it also smells as though it is overfueling. What could this be?
